WORC supports admininstrative and legislative reforms that would fix the problems of livestock market manipulation while allowing forward contracts and the use of captive supplies. Captive supplies are cattle controlled through contract or owned by the packer.
WORC is seeking to restore competition in the market for livestock contracts by requiring
- A fixed base price on contracts and marketing agreements
- Trading of contracts in open, public markets to which all buyers and sellers have access
WORC and its seven member groups support proposed changes to the rules protecting ranchers and farmers when they sell livestock and say more reforms are needed to improve the livelihoods of independent livestock producers.

Western ranchers welcomed introduction of the Livestock Marketing Fairness Act, S. 1026, in May 2011 to stop unfair and manipulative practices by meatpackers that harm independent livestock producers. H.R. 2631 was introduced in the House in July 2011.
